The Cascais Letter · Market notes

A supermarket is raffling €200,000 house vouchers. That tells you everything about Portugal's market.

Lidl Portugal and RE/MAX Portugal have opened the fifth edition of their joint housing campaign: a weekly draw for four vouchers worth €200,000 each, to put toward buying a home. It closes on 18 October 2026. A supermarket raffling house money is not normal. It is the clearest signal yet of what Portugal's housing market has become.

What the raffle actually is

Lidl Portugal customers can enter a weekly draw. Four winners each receive a €200,000 voucher that can be used to buy a home through RE/MAX Portugal, the country's biggest agency network, led by CEO Beatriz Rubio. The campaign has run every year since 2021 and, by the organisers' count, has already helped 23 families into homes.

It is a corporate social responsibility campaign with a sharp point: in a market this hot, even a supermarket feels it has to help its customers afford a roof.

Why it's happening

Portugal's National Institute of Statistics puts the Housing Price Index up 17.8% year-on-year in the first quarter of 2026. Eurostat's figures for the last quarter of 2025 show Portuguese house prices up 18.9%, against a eurozone average of 5.1%. Portugal is rising more than three times as fast as Europe as a whole.

The drivers are the familiar ones: a persistent shortage of new homes, especially in the affordable and mid-market segments; steady domestic demand; continued foreign buying; and rising construction costs and labour shortages that have slowed new building. In Lisbon, finding an affordable home has become difficult for many families. That is the pressure a €200,000 raffle is answering.

At Lisbon's median asking price of €6,256 per square metre, a €200,000 voucher buys about 32 square metres. Life-changing money, and still not a flat.

Three questions to ask before you sign

What did homes on this street actually sell for?

Ask for transaction medians for the parish, not the listing. Sellers price on hope; the registry prices on fact.

Who is selling, and why now?

In a hot market, motivation is information. A seller who must move negotiates differently from one testing the ceiling.

Would I still want this home if prices paused for two years?

Buy the house you would be happy to live in, not the chart. Markets breathe; your address shouldn't depend on them not doing so.
