For years, the first negotiation of a Lisbon trip happened at the airport taxi rank, and the visitor usually lost. That changed on 15 October 2026. Taxis from the arrivals rank at Humberto Delgado Airport charge a fixed fare inside the Lisbon municipality, and that fare is the whole fare: nothing for luggage, nothing for tolls, nothing invented at the kerb.
What changed on 15 October
The fares come from a protocol signed on 11 September 2026 by Lisbon City Council, ANA, Turismo de Lisboa, the Portuguese Taxi Federation and ANTRAL, the national taxi association. It is self-regulation, not a law, agreed ahead of a municipal regulation. It had become necessary. Complaints about overcharging and refused journeys are years old, and in August 2026 a PSP inspection checked about 100 airport taxis and recorded 67 infractions, as Observador reported. The result: one known number, settled before the door closes.
The fares, in full
Fares are per vehicle, not per person, for up to four passengers and the luggage that normally fits, with every supplement and toll already inside the price. The day rate runs weekdays, 07:00 to 22:00; nights, weekends and national public holidays sit in the higher band, and a vehicle genuinely carrying five or more passengers charges the higher rows.
| Destination | Up to 4 passengers, day | Up to 4 passengers, night, weekend, holiday | 5 or more passengers, day | 5 or more passengers, night, weekend, holiday |
|---|---|---|---|---|
| Zone 1 | €16 | €20 | €20 | €24 |
| Zone 2 | €19 | €23 | €23 | €28 |
Which zone is your destination?
Zone 1 is the north and east of the city: the parishes of Alvalade, Areeiro, Avenidas Novas, Beato, Lumiar, Marvila, Olivais, Parque das Nações, Penha de França and Santa Clara. In visitor geography: Parque das Nações and the Expo grounds, the Avenidas Novas streets, Alvalade, and the neighbourhoods nearest the airport.
Zone 2 is the historic centre and the west: Ajuda, Alcântara, Arroios, Belém, Benfica, Campolide, Campo de Ourique, Carnide, Estrela, Misericórdia, Santa Maria Maior, Santo António, São Domingos de Benfica and São Vicente. Translated: Baixa, Chiado and Bairro Alto, Príncipe Real, Estrela and Lapa, Campo de Ourique, and west through Alcântara to Belém. If your hotel is in the postcard part of Lisbon, you are in Zone 2: €19 by day, €23 after dark.
The rules that protect you
Nothing goes on top. The fare includes every supplement and toll; no euro may be added for luggage, the airport, or the hour.
Card and MB Way, at no extra charge. Rank drivers must accept both. Cash is your choice, never a condition.
No refusals. A rank driver may not refuse the journey because it is short, or because you are on the fixed fare rather than a meter.
A voucher, if you prefer it settled in advance. The Ask Me Lisboa desk in arrivals sells a fixed-fare voucher you hand to the driver; otherwise, pay the driver at the end.
Accreditation is the driver's paperwork, not yours. Rank taxis must charge the fixed fare whether or not their accreditation under the scheme has come through yet.
What the fixed fare does not cover
The fixed fare applies to taxis taken from the airport rank; the journey back to the airport is still metered.
And the scheme is still arriving. Driver accreditation began on 15 October; the fare panels in arrivals and the number-plate access control at the rank are expected in early November 2026, when the scheme should be fully in place. Until then, the fare is yours to state: name your zone price before you set off.
Beyond Lisbon
The fixed fares do not stop at the city boundary. Turismo de Lisboa publishes the price list for its taxi voucher scheme, the list ANTRAL's protocol summary names as the one that defines and publishes the protocol's prices, and post-launch reporting agrees with it. The list runs from the commuter towns to the Algarve. Prices are per vehicle and final, luggage and tolls included, in the same two bands as the city zones: day means weekdays, 07:00 to 22:00, and the higher band runs from 22:00 to 07:00, at weekends and on national public holidays.
| Destination | Day | Night, weekend, holiday |
|---|---|---|
| Oeiras | €36.95 | €44.35 |
| Costa da Caparica | €36.95 | €44.35 |
| Vila Franca de Xira and Montijo | €48.80 | €58.55 |
| Cascais, Estoril and Sintra | €53.40 | €64.00 |
| Colares | €64.10 | €76.95 |
| Mafra and Ericeira | €66.85 | €80.20 |
| Sesimbra, Palmela and Setúbal | €70.55 | €84.65 |
| Óbidos and Caldas da Rainha | €119.00 | €142.85 |
| Peniche | €119.00 | €142.85 |
| Nazaré and Fátima | €167.90 | €201.45 |
The same list runs further still. Évora and Sines are €193.50 by day and €232.20 in the higher band; Coimbra and Figueira da Foz are €257.80 and €309.35; Porto is €386.30 and €463.60; and the Algarve, priced as a single destination, is €362.20 and €434.65.
One early report, from signing day, put Oeiras at €36.80. The published Turismo de Lisboa list says €36.95, and €36.95 is the figure used here.
Not everywhere is on the list. Loures, including Moscavide, Sacavém and Prior Velho just across the city boundary, has no published fixed fare and stays on the meter, and the same goes for Amadora, Odivelas, Almada and Seixal. The taxi federation has asked publicly for Loures to be added, and more destinations may join when the scheme is fully operational in early November 2026. Until then, this table is the published list as of October 2026.
Two practical notes. Unlike the Lisbon zones, the out-of-Lisbon fares carry no published higher rate for five or more passengers, so larger groups should confirm the price before setting off. The voucher is the tidy route: vouchers are sold at the Ask Me Lisboa desk in arrivals, open daily 07:00 to 22:00, or you can pay the driver directly. In this first phase, the published prices are the protocol's reference prices for participating drivers, ahead of a municipal tariff.
Travelling light instead?
One honest alternative: the Metro's Red Line leaves from inside the airport, 06:30 to 01:00, and a single costs €1.90 plus €0.50 for the reusable navegante card. With bags and a viewing schedule, most arrivals will still take the taxi, happily, now the price is known.
The first errand of a house hunt
Most buyers meet Lisbon the same way: a flight in, a taxi, a viewing an hour later. The airport ride is the first transaction of the trip, and until this month the one nobody could price in advance. Now it starts with a known number, €16 or €19 in daylight, set by the parish your hotel sits in, nothing added at the kerb. A house hunt that begins with a fair price usually continues in the same spirit. When you are ready to look properly, the Lisbon pages are the place to start.
